Mark Gallagher is a campaign expert and a non-lawyer, senior consultant who advises corporations, nonprofits, advocacy organizations, and electoral campaigns on a broad range of energy, regulated substances, and health care matters. Mark’s practice is devoted to generating interest in current issues for policymakers, with a special focus on clean energy and climate security. In his dynamic and diverse practice, he advises commercial companies and advocacy organizations on best strategy practices in legislative lobbying, earned media publications, focus groups, and campaigns. Mark has nearly 30 years of experience in the legislative and electoral process, has served at the highest levels in the U.S. House and Senate, and has led statewide and congressional campaigns.
Mark draws upon his deep expertise and comprehensive knowledge of political climates to deliver substantial value to his clients. He helped lead the coalition that reformed the Renewable Portfolio Standard in Maine, helped lead the effort to raise $50,000 for direct relief to struggling lobstermen and women, helped lead the campaign to oppose the NECEC project, and helped unleash economic development in a local community by advising a successful campaign to change zoning ordinances. Currently, he consults with clients over amendments to draft bill language and provides testimony to legislative committee public hearings.
Mark also has extensive experience in the full spectrum of electoral campaign issues including communications, finance, compliance, and field and political strategy. Mark served as the State Director for U.S. Senator Edward J. Markey (D-MA), and handled all in-state communications and legislative projects, as well as Senator Markey’s political and intergovernmental affairs efforts. Mark also managed the successful Ed Markey for Senate campaign in 2014, was deputy manager for Markey’s special election to the U.S. Senate in 2013 and was advisor on Senator Markey’s 2020 re-election.
In his free time, Mark enjoys spending time with his wife and young daughters, skiing, playing cornhole and fumbling through home DIY projects. Mark is also a self-proclaimed political nerd who studies history and activism. Dedicated to his community, Mark serves on the Board of the Goose Rocks Beach Association, the York County Community College Foundation and is a member of the Maine Irish Heritage Center.
